Performance Measurement Group Being
Accountable to Albertans

In 1994, the Performance Measurement Group was established
to develop and implement an outcome-based performance measurement framework to enhance the
governments accountability to Albertans. The purpose of this framework, ultimately,
was to help Albertans assess their social and economic performance.
Nationally, Alberta has taken the lead in this area, being the first jurisdiction in
the entire country to implement an outcome-based performance measurement framework. It was
during the 1994 1997 three-year period that such measures were first introduced in
ministry business plans. These government-wide measures were designed, developed, approved
and implemented with the cooperation of government members and ministry officials. |

The first annual Measuring Up was published in June 1995. Since then, significant
improvements in measuring and reporting results (at both the ministry and government
level) have occurred. In 1999, Alberta received an Institute of Public Administration of
Canada award for innovative management for the implementation of its outcome-based
accountability framework.
